The formula sets to a flexible waterproof film in 60 seconds. Once it's bonded to the wet inner rim, blinking and tears can't dissolve it, only oil-based remover takes it off. That's why it lasts on the one place every other pencil fails.
Finally found an eyeliner that is intense and lasts all day on my waterline without requiring top up. It does not smudge even on warm days or flake into my eyes.
